They must be similar to each other as much as possible. CIC explicitly states that your roles & responsibilities must match most of the main duties of the NOC. You could interpret that as meaning more than 60-70% overlap.

I meant that for an outlander. It will be very weird if an external organization modeled their HR practices on something recommended by a part of the Canadian government. For inland applicants, it is definitely not a bad thing if their HR includes the NOC as part of their reference letter.
