This may sound silly but I'm looking for a recruiting agency that charges the applicants a fee for matching them with employers and who may have some type of agreement that the money is refundable if the agency is unable to find a job for the candidate.

My experience with recruiting agencies have been quite devastating. I realized quickly that since most (if not all) does not charge any money from the applicants looking for job, they have no incentive to work for the applicants. Rather they work for the employer. And you can't expect quality from a service that is essentially free! My thought at least!

Anybody have any suggestion?

Thats right, recruiters work for employers and not for the job seeker. If they believe you have the skills which the employer is looking for they'll be after you, otherwise they wouldn't care to reply to your email or even attend to your phone call.

But, remember they are human afterall, so if you managed to break the ice, meet in person, build trust and have productive conversations - you have a better chance to be contacted/considered. You will somehow stand out in their minds (as not many candidates do that).

If an agency asks you for a fee...google them carefully, as this practice is quite uncommon and it may be a scam.
