If we submit reconsideration request and whatever decision visa officer made about request. Is this decision store in gcms notes and does it affect future application .?

Pls Help.. I got my open work permit refused as the Immigration Officer misunderstood that it is a post graduation renewal. I fully aware that PGWP issued only once. Can I make a reconsideration request to the VO? and how long does it take to process??
