since my PR card expired, I did not apply for renewal of PR card as I do not plan to travel outside of Canada. As I applied for RECO registration to be a real estate sales person, they first asked for M1000 form, which I do not have. I have IMM5232 which is Confirmation of Permanent Residence. When I sent this, they said the could accept it subject to my submission of confirmation of PR card renewal application. I explained that I did not apply as I do not plan to leave Canada in near future. I provided them a copy of my expired PR card which they asked also. But they insisted that I submit confirmation of PR card renewal or they will not process my application saying it is their policy.
My question,
1. do they have legal authority to insist me apply for PR card renewal ask copy of confirmation? Can I ask to provide me proof of their legal authority?
2. Can RECO stop my application on this ground I do not have current PR card.
3. What legal step is available to me.
