Hi, so I (living in USA) received the online passport request letter from IRCC after submitting online application for visitor visa for my parents, who are in India.

Based on this document https://www.canada.ca/en/immigratio...lication/account/where-submit-passport.html#I and http://www.vfsglobal.ca/canada/india/how_to_apply.html#temporary_documents and based on the application form for my parents, my parents or an authorized would need to submit their original latest passport and passport request letter to a close by VAC center in person or can they do dropoff or send via courier?

Also,
because I requested myself being their representative, but because I don't want to travel to India just for submitting passports, can i change the authorized representative or can my parents drop off or send passports via courier?

Reason is because they don't live in a city near by VAC center in India

Thanks,
Amit

You don't need to travel to India to submit your parents' passports. Also, it is not possible to courier the passports to the VAC/VFS.

Your parents can submit their passports with the passport request letters, VFS fees (only only payments are accepted), VFS consent forms:
1. In person themselves, or
2. Through an authorized representative (obviously, not yourself) who would also need to take authorization letters from your parents + an ID proof

Thank you so much.

This VFS fees are cash ONLY? and authorization letter is https://www.vfsglobal.co.uk/canada/pdf/authorization_letter.pdf?

Also, if my parents decide to go themselves, is there a document we need to submit for recieving the passport via courier or it needs to be pick-up ONLY again?

And can they visit anytime at any of the locations mentioned here http://www.vfsglobal.ca/canada/india/contact_us.html without any appointment?

Yes, VFS fees must be paid in cash. You can call them to reconfirm.

No. Your parents must complete the VFS consent form here:
http://www.vfsglobal.ca/canada/india/pdf/CONSENT-FORM-ENG.pdf

They only need to pay the additional fees for delivery by courier to their residence. There is no document to be filled as such

Any VFS office without an appointment during business hours.

BTW it's not necessary for both your parents to visit VFS in-person. Your dad can submit your mom's passport. He must take an authorization letter signed by her (plain paper, typed or handwritten, no specific format)
