Received NOI from Ontario but past 30 days so can I get again by withdrawing and creating new profil

Please someone guide me accurately
I have applied under express entry and I received a noi from ontario and It has passed 30 calendar days So will I be able to apply for nomination.
Also, Help me with the application time , fees and success rate
My noc is 2173

And If I will withdraw and resubmit the file, how good are chances for getting that noi again.
