Received NOI from OINP. what next?

I am currently working in USA and applying for a PR in canada. I have received a NOI from OINP and have some questions:

1) if i accept it does that mean i have to work and stay in ontario and no other state?
2) I dont have definite plans to move to canada this year, so should i accept the NOI or follow the regular EE procedure?
