Reasons for LMIA

LMIA approval depends on proving there are no local employees suitable for position. It is hard for anyone on for to guess about approval, but you can look at the nber of people who have checked out a job listed on job bank and that will give you a rough idea of the interest generated by the position. The employer has to advertise so there is always a chance that a local could apply and have to be hired. If he has worked for 1.5 yrs he can apply under CEC and doesn't require LMIA if he has enough points to get an Invitation.

I came to Canada in Intra company transfer in March 2014 ,on a work permit(valid till Dec 2016). I work as operations manager(engineering) in aerospace industry.Prior to this I was working for same company in middle east.

Since I have completed one year in my current job I was thinking of applying for Express entry route.I understand that I will need LMIA to apply in Express entry.Also I believe there will be few applicants for my job if there is an advertisement.

Under this situation what is my best option to get a PR ?

CEC you would have to work full time for the equivalent of one full year to qualify. A few years ago there were a small number of NOCs that were disqualified from CEC and I cannot recall which ones they were.

I would go talk to the HR department in your company and ask them to get you a LMIA for your job. If they are willing to do this and you receive a postive LMIA back, you will get the extra 600 points on your EE profile. That will pretty much garauntee an ITA during the draws.
The HR managers should know what they need to do for the LMIA. They might be able to apply for the LMIA for PR which has no fee or they might be able to get you the high skill/ high wage LMIA which can be processed in 10 business days. However, the fast LMIA has a $1000 fee attached to it. HR should be able to explain the process to you and let you know if they are willing to do it for you.
If they aren't willing to get you a LMIA, then you can still set up your EE profile and submit it. It'll be eligible for the draw, but you'll have a number lower than 600 and it'll take longer to get an ITA.
Either way, you should be qualified for EE. Good luck!

I have spoken to HR , they are willing to support me. The issue is that our HR is based in USA(hq) so they do not have handling Canadian EE,WP etc.They did contact a lawyer in Canada, the concern is if there are applications for my role..LMIA would get rejected. I believe there will be few applicants for my job if there is an advertisement.

Thats is why I am confused on the way ahead.

The issue is that our HR is based in USA(hq) so they do not have handling Canadian EE,WP etc.They did contact a lawyer in Canada, the concern is if there are applications for my role..LMIA would get rejected. I believe there will be few applicants for my job if there is an advertisement.

LMIA is sure not easy (70%+ rejection rate, come on) With this economic situation in Canada right now, it's almost impossible to post a job without people submitting resumes. It's not a guarantee reject if sb applies your job, but convincing ESDC/ServiceCanada that none of them fits the bill is next to impossible. That's my problem right now too.
(remember just one applicant who meets the basic requirement of your job will likely to land you a LMIA rejection, even your manager thinks you are better than any other Canadian applicants)

There's also the option of OOPNP, if you can afford the $1500 fee.

I was told to advertise for a job etc for LMIA it costs$4000. So the1500 for OPNP looks ok.

Are there any other benefits of OPNP compared to Express Entry?

Per ESDC guideline, LMIA shouldn't cost you personally, it should only cost the employer. (While OOPNP costs you personally)

Or your employer can ask you to cover it by cash under the table (I've heard this is what consultants were taught to told employers. Don't ask me for source on this)

It really depends on how specialized your field is and what skills are required. If your company has properitory software that you work with, then the chances of someone outside your company being qualified for your position is very remote. If you have many years experience and are leading projects or are training other employees are examples of what would qualify you over an outside applicant.
