Reapplying for Canadian PR this July 2012

Hi All, I had applied for canadian PR last October under FSW Biologist category. I got my application packet returned back to me saying that my application did not reach there on time and the allotted number of applications (500) were already filled and taken. I am planning to give it a shot again this year? I would like to know
1. Whether I need to include the letter I received last November from Canadian Immigration office as to why my packet was returned?

2. Are there anything else that I need to consider this time?
3. Also, would you suggest, I keep a cover letter stating that this is my second attempt

Any guidance in this regard will be very helpful.

3.There is no need for you to put a cover letter statin that this is your second attempt

I think there is no need to put cap reached letter copy in application package. As it is already mentioned in check list that no need to put extra papers which are not required. They are very clear.

Thanks a lot for the replies. I am sorry for the delayed response. My NOC is 2121. What I gathered from everyone is as follows: I am gonna have to type a new application. In that, on the section where it says, have you applied before?, I am gonna have to say yes and then mention the uci number and also provide the copy of the letter they send me.
The other concern I have is about IELTS. I hear this time they are making some changes and even spouses are supposed to complete IELTS and send the results along with the applications.Guys, what are your thoughts?
