Reapply of Visitor visa??

I hold a PR status here and eligible for a canadian citizenship. My sister runs a business back home, but her visa expired two years ago. The same goes for my brother who is a minor and is currently studying in school.

They both visited me when they had valid visas.

My father also had a visa and when they applied as a whole family but he is no more.

Would there be any issue in the reapply process for both my siblings?

They can both apply but are separate applications/accounts as they are not dependant of each other.
Thank you very much! Would you happen to know if there are any specific documents required for the minor, given that both of our parents are no longer with us?

He's 17 yrs old and no one has custody of him since it has not been needed anywhere back home.
Who has been caring for him? It may be very difficult for your brother to get a TRV because there will be concerns he will remain in Canada given he is now an orphan and there is no legal guardian. If you want to sponsors your brother because he is an orphan there is a process for that.

My sister is taking care of him but we never needed a legal custody of him. Yes, I am aware of that process but that takes a quite long processing time frame. That is why I was wondering if I could reapply his TRV.

And, once he turns 18, I am considering to apply a student visa for his further studies.

Technically being an orphan makes this quite complicated. There will be concerns he is attempting to live with you in Canada which actually sound like the longterm plan. This also may make getting a study permit difficult. If the goal is for him to move to Canada your best option is to sponsor him even if it takes longer. You can certainly try for the TRV or study permit but the TRV will be tough to obtain and may also be the case for a study permit. Getting PR will also allow him to pay domestic tuition rates. Would even recommend applying for the study permit after trying to sponsor him. If he applies I would specify that he is in the process of being sponsored by his brother as an orphan but would like to move to Canada to be with his brother who is prepared and able to support him financially as an international student during processing. My suggestion. Would start the sponsorship as soon as possible if that is the goal.

By the time I receive that certificate, he will no
longer be minor.

Would you happen to know if we still need the custody certificate after he turns 18? Or does it only apply to minor ?

Would suggest reviewing all the paperwork needed to sponsor an orphan. Think you need to prepare for the possibility that it will likely take some time for your brother to come to Canada. You can certainly attempt to apply for temporary visa/permits but focus should be on trying to secure his PR. Luckily he has a sister who is caring for him so this is not an emergency.
