Really need help :(

I need a PNP from Ontario but the requirment is I need a canadian job offer in my skilled NOC B line of work which is fine. However I have read online a Canadian employer needs to know you can legally work in Canada before you’re offered a job....
Okay, so i go online to apply for a work permit “you need a job offer to apply for work permit”.

How on earth do i proceed? The information online is vague and completely contradictory. In what order so i do things to get a PNP? Any help is hugely apprecaited.

It's not contradictory. You need job offer for the Ontario PNP, full stop. The thing is, employers from anywhere (not just Ontario) are very wary to offer a job to a person that is no going to start that job right away. Why don't you look at other PNP programs, or is your heart set on Ontario?

I only want to live in British Columbia / Ontario. I have looked at Quebec and I wouldn’t meet their 50 point criteria.

I know that part is clear, i need a job offer before the PNP, but no one will give one without right to work in Canada, nor can i get a work permit becase that to requires. It seems a very ineffective PNP if so? They want specific skills but it’s rules you out unless you get very lucky and someone will wait for all your clearences. Even then someone needs atleast a gew weeks after that to find a place to live, it seems the PNP is unrealistic for almost anyone?

Open your options...you may find work in the Atlantic provinces (check out atlantic immigration pilot program) and get your PR faster than you would in a PNP program. After a few years you can go and settle anywhere in Canada.

Thanks for your reply, i’ll check that out for sure.
However i think i have found a way in. Manitoba requires 60 points for a PNP and no job offer, i would have 62. I have to show a family connection, luckily i have a canadian brother so if he moves there and lives there a year i meet the requirements and score 82 which would guarentee a PNP. I feel so much better now...
It says a utility bill proves hes lived there but a utility bill wouldn’t prove he’s lived there a year, he could just move in before i applied? I’ll do what i need to do but surely it’s quite easy to get around?
