you have provided a little information about the sponsor of your brother and what kind of visa you sponsored for your wife, was it a visit visa or spouse sponsorship?

i am assuming that by "sponsoring your brother" you actually mean that you provided an invitation letter to support your brother's visit visa. if that is the case then your brother's welfare has no effect on you or your wife.
- if you sponsor your brother for some other visa, which category was it?
-what type of visa/sponsorship did you applied for your wife and what was the refusal reasons?
-what is the status of your brother now in canada?

so once you answer the above questions, it will help in giving you a better advice.

Pay back the government for the welfare your brother received while he was under your sponsorship. Get proof from the government that you have done this. Then you will be able to sponsor your wife. I would reapply to sponsor her rather than appeal.

Agreed. The situation is pretty straight-forward. Once you pay back the money you owe, you will be able to sponsor your wife.
