If your wife is coming to AB on a work permit, she will be covered by AB health from the first day. You would have to apply for health cards at a registry office. You would need to show your passports, work permits and some mail showing an AB address. Could be a bank statement, utility bill etc. Some people have, in order to get a piece of paper with an AB address on it, just asked a bank as soon as they had opened a bank account to print out a statement for them right away and such letters have been accepted.

There will be no cost to you unless you use an ambulance to get her to the hospital. For that, you would have to pay. Last I heard, it was around $100.
