if as international student you were part-time for 1 yr due to academic difficluty (the senior tutor wrote a letter explaining her suggestion of why par time status was suggested or needed on students file at the university) when applying for post graduate work permit would CIC still deny the application saying the person was part time for that period of study in their second yr, eventhough the person completed the 4 yr degree though with the first, third and 4th yr full time? plz respond urgent.

Yes, PGWP application will be refused. Students are allowed to study part-time only in the last semester if they need only few more courses to graduate. You should seek professional guidance as soon as possible.
