re open citizenship application

Dear all,
They did a mistake and they closed my application .
Citizenship application sent on May, 2014.
They sent Discover canada booklet to correct address on Aug 2014.
The problem is they sent the test appointment to different mail address.
So I didnt receive the notice, then they close my file.
I sent fax for local immigration office since one month , and I explain what happened exactly , and I sent them the booklet letter showing the correct address ,till now no answer.
Any idea please .

Sent a complete new application. Even if the "re-open" the first one, you'll have to pay the current fees, you'll have to send new pictures and in both situations most likely you'll get the RQ or similar.
If you wait their reply, it may come into effect the new law by then and beside residency requirement increased (i imagine this will not affect you since qualified last year) they will increase again the fee.

That's so strange how they sent you AOR/booklet with correct address and it appears to me that you have not changed your address after you received your AOR/booklet. How could that really happen.. hmmm things like these you need to monitor closely both online and calling them. If what you said above is true and have not changed your address then i don't believe you should send another application. I suggest you send another fax and call them.

I've heard this happening before - cic has updated the address @ federal/NOva Scotia; however this change hasn't propagated to local office. This is strange and shows the broken links in the process; however that's the case often, where it results in missing test and oath appointments.

Its not my mistake at all. I did all requirements , hopefully they will reopen the file without any new requirements. If the employee did a mistake they have to punish him not me . Am I correct ?

Correct - but it could be an honest mistake, so no one should be "punished".

Do write a letter to CIC-NS and the local office, and get in touch with your MP.

How do you know for sure that they sent the test appointment to a different mail address?
Is this your previous address? Did you go to this address and they gave your envelope?

Cic 1-888 they told me and they advice me to to fax local immigration office.

What MP can do for me ?

How did you get to know that the test letters were sent to the old address?

Did CIC deliver the test invite to the old address twice or just once?
