You need to improve your IELTS score a lot.

Hi
No matter what the reason / problem at IELTS center, you will need to get it done again. I am not sure but it would be impossible for you to get PR with the score that you have mentioned.
Try to re-appear as soon as possible and improve ALL bands. If you think that you cannot do it in short time, then take a year off and improve it to the point where you can qualify for Immigration.

work hard mate, u can do that but even if u score double in L it will be 2 so hard work and do more practice .best of luck
