Re-entering Canada and doing biometrics for a submitted PGWP application

I graduated from a PhD recently and my student visa expires July 31. I had applied for my Post-graduation work permit in mid-June, but I had to leave Canada in mid-July for a family emergency. I have two questions:

1) I just received my biometrics instruction letter for my PGWP. Do I book an appointment for biometrics in Canada? Or since I'm outside Canada right now, I can't do that and I HAVE to do it at a VAC in my country?

2) Related to above: Can I re-enter Canada? The IRCC say yes. I don't have a study permit anymore but I have a valid TRV and I also have enough savings to show that I can support myself in Canada. I should be able to enter Canada and then do my biometrics in Toronto (I won't be able to work but that's fine). Still, the vague language in the biometrics instruction letter is making me doubt myself.

Any clarification would be much appreciated. Thanks in advance!
