Re-applying for study visa

Hello house please kindly guide me on where to re-apply on Gckey for study visa because I once applied via online. And I want to know if I still need to submit all the document i submitted eatlier and the LOE. is just to respond to the reasons for my refussl or submit the the first LOE and the denial reason. You will do the same as the first attempt and pay for the visa application minus the biometric. And, yes, you will submit all the documents again with the revised LOE.
