Yes , you can do it. Pls dont talk to any consultant or lawyers , they would say you cant and would try to make money from you . I am breaking my head over it for almost a year. I originally applied in 2004 and nothing happened till last year , so I wanted to apply with the new laws as my occupation was is in the NOC list. After so much consultation with various lawyers and consultants who said that I have to withdraw the old application first in order to apply a new one, finally met a friend who was a consultant too and he said I could apply as they are both applications are covered under different laws.
Then I did and my new application is in "In Process" now . I Withdrew my old application couple of months ago and it done in a month. You dont have to withdraw your previous application until the medicals stage but I did because some time when you run the old application along with a new one , it might take more processing time and they might also have a look at your old application too.
Dont wanted to waste unnecessary time so thats what i did and thats up to you .
