Re-Apply for Immigration after Refusal

If someone is rejected by the immigration office for e.g. No IELTS...Can he re-apply after passing the IELTS test? Does he has to pay the immigration fees again or that can be done with the previously paid fees?

If its definite Refusal, then its sure any documents or fees would be return too, if not.... i guess you have to paid again your fees for new application. I'm not sure exectly, better check CIC website or write to them directly. Wait answer from others, good luck
