Hello.

My wife and I are appealing my wife's refusal of application for permanent residence. On the Notice of appeal document it asks for the Visa Office and Visa file number. I'm not sure which office or what the file number is as I don't see a file number other than the application number. Should it be the Hong Kong office where the interview took place or the Vancouver office to which I am sending the appeal ?

your file number should be on almost any email or correspondence you received from cic. one number there is the file number on the top and below it usually another number which is the unique client number. the file number it should state file number and it will start with the letter F. the visa office i am assuming they are asking for the visa office which was responsible for processing your wifes file..so it would be hong kong. then you send the appeal notice to the office address provided in the refusal letter. It will be an address in canada.
