RCMP request on EE application - applicant does not live in Canada

I have received an RCMP request based on my EE application. I last lived in Canada in 2012 and have been in the UK since then. I provided a UK police cert with my application that had no trace on it.

1. Is this likely to be a mistake? If it isn't then I'm digusted. I have no criminal record in my own country and provided proof of that and it should be trivial for the CIC to check their own law enforcement systems without further inconveniencing me.

2. If I do need to do this then does anybody have any experience of completing this process from the UK?

Quite frankly after already being subjected to IELTS even though I've been speaking English throughout my entire life and going through ECA and months of paperwork gathering, this application is starting to feel like more trouble than it's worth.

In Express Entry, you need to provide a Police Certificate from each country where you have spent more than 180 days since you turned 18 years old. So this request for RCMP police certificate is justified if you have stayed in Canada for more than 180 days.

Thank you for your reply. Again though it should be trivial for them to check their own systems rather than causing me weeks of further hassle and inconvenience. I may just not bother but thanks anyway, I do appreciate it.

I thought that requirement excluded Canada though which is why I didn't seek to provide one with my initial application. Honestly, this just doesn't make any sense.

For Canada and some countries, you do not need to provide it upfront. Only if they ask for one, then you need to provide it.

Not really. RCMP request is pretty common. You can find a lot of people on this forum who were asked to submit it at a later stage.
If it's not one rule for everyone then they're victimising people. I thought that was the rule in Canada and was why I was forced to sit IELTS despite the fact that I have a better command of English than any Canadian I've ever met.

I am really, really furious about this. If I don't provide it and they decline my application (which is up to them) then will my application fee be refunded?
