RCMP Police certificate required?

Hi,

I received my ITA already and I'm under the process of gathering my documents. I'm working with an immigration consultant, and she insists that a police certificate (this is different from a Criminal Record Check) from the RCMP is required. From CIC's website (http://www.cic.gc.ca/english/information/security/police-cert/north-america/canada.asp), it says I have to wait for the Canadian visa office to tell me to get one???

I have been in contact with the RCMP in my city (visited two different offices including the main detachment and also called), since I can only get it from the city of my residence, and they are not letting me get a certificate without a letter from CIC. They explained to me that I only need to submit one from the countries I've lived in except for Canada, because they are able to run the background check themselves. That makes sense to me because CIC and RCMP are both Canadian government agencies. Long story short, RCMP won't even entertain my request to get a police certificate but my immigration consultant is telling me there will be consequences if I submit my application without it.

My questions are (especially for people who recently applied):

  • Is it even possible to get a police certificate upfront / without a letter from CIC?
  • Do I need a police certificate or a criminal record check? I understand they are two different documents, the police certificate only has 4 fingerprints while the criminal record check has all 10 fingerprints. The CIC website is contradicting.

Please help, I don't know who to believe.

First - NO - you do not need to provide a Canadian/RCMP clearance with your application. What you read on the website is correct.

Second - fire your consultant. This is basic stuff, and they are wrong. What else are they going to get wrong?

Then - If the consultant is certified, lodge a complaint with ICCRC. If not - you have learned a lesson.

And - best of luck.

PS - you DO need PCCs from every OTHER country you've ever spent a cumulative 6 months in, since the age of 18....
