Hi

May be the name (OR) date of birth of your spouse matches with some one with similar name who has criminal record. Go to the official finger printing agencies and take live (direct) photograph and finger printing done together and then send it to RCMP Finger print analysis unit in Ottawa with all your id documents.

I used the services of finger scan ca (look it up on google) when I was required to provide RCMP PCC. I was not in Canada then. I went to the nearby police station and got them to help me get fingerprints on the fingerprint paper. I then fedex'd finger scan my fingerprints along with a release form and they digitized my prints and forwarded them to RCMP and I received my PCC within 10 days ( I did pay them the courier fees to expedite the whole process).

Hope that helps.
