RCMP fingerprint Clearance

What is RCMP fingerprint clearance. Can I get it befor submitting my PR application OR wait for Visa office REquest?

i think starting june you have to send police clearance with your FEDRAL PR app ...

i'm sorry for not beeing Clear... you r suppose to send a police Clearance with your app..
