I would like to know if the sponsor can apply for welfare after pr is granted.

If the sponsor can apply, what happens after that....during the 3 year undertaking period??

Short answer is no - it's going to lead to problems. Welfare is assessed at the family level. Since the sponsor has a partner who cannot go on welfare for three years - expect the government will come after them for either partial or full repayments.

I have another question. Would a sponsor be able to seek a legal aid lawyer or that is considered assistance as well?

I don't know for certain. My guess is that's not a problem - but I don't know for sure.
