My wife is a Thai citizen with Canadian Permanent Residence. Am I right that she needs a visa to enter the states? We just want to go to Seattle for a a few days to watch a supercross event, and look around Seattle the next day.

Yes, she needs a US visitor visa, she has to apply at a US consulate.
