Quick Question about Supporting Docs

Ok I've been reading a lot about other cases in the SW class from Buffalo where they send most of their supporting docs with the application. I know if they are under simplified they can't do that. It seems that the people that send FBI, PCC, and test scores with the application get their initial assessment a lot faster AND not only that but everything is way faster. I guess my question is applying under the regular app. process can I do this? and would this speed things up?

You can only submit a regular application to Buffalo, if you have been admitted to the US/Canada for 1 year. Other offices it is the SAP UNLESS "

You must use the regular process if:

* you have been lawfully admitted to Canada for a period of at least one year and you are submitting your application at the Canadian visa office in Buffalo or
* you have been lawfully admitted into the United States for a period of at least one year and you are submitting your application at the Canadian visa office in Buffalo
* you are a provincial nominee
* you have been selected by Quebec
* you are eligible for points for arranged employment.

Right, I understand that I am to use the RAP (because of Buffalo) but the real question is should I gather and send all the supporting docs at the beginning and send everything all together or wait until the ask for them?
