I, the applicant, am working on the application to have my wife sponsor me in Quebec, Does my wife need to fill out a separate form under "applicant" even if she is my sponsor?

also, None of my family will be accompanying me, do i still need to mail them these sheets across the country just to have my mother and father fill them out? do i have to put my Spouses sister as my half sister and give her a form as well?

I'm really confused on the "have EVERYONE fill out this form" concept, where does it end, or where is the cutoff?

Only the principal applicant and dependents who are on the application. The sponsor does not fill out the form.

The form is filled out from the perspective of the person completing it. So, that's your mother and father.
 
No, under mother and father, you put down the info of your parents. You are the applicant, so only you must fill out the form, but you must provide all the information: name and address of your spouse, parents, children (if any) and siblings.
