I landed in Canada as PR in November. In January 2016, I have to make a 7-days business trip to China (my home country) but I don't think I will receive PR card for leaving Canada. Since new immigrants can't apply for a PR card, I can't request urgent processing through application. If PR travel document can not be done in a week (I assume), what should I do? Can I send my passport and application to China Visa Office now to have the travel document done so I can receive the visa before I leave Canada? Please help!!! Thank you very much!!

Agree. It's impossible to apply for a TD from Canada. You will have to wait until you are outside of Canada. If your PR card hasn't arrived by the time you leave, then you will have to extend your trip in China to apply for the TD and return to Canada.
Your only other option would be to obtain a US visitor visa, fly to the US (instead of Canada) when you return, and then cross the border by private vehicle into Canada using your COPR.
