questions regarding spouse open working permit

Hi all, i have a question regarding apply for a spouse's open working permit

My situation is , i am a pr at the moment and recently married with my wife. I heard there's a working permit called spouse open work permit, I am wondering in my case if she's eligible to apply for one without applying for her PR status yet?

or they have to be done at the same time?

No - she is not eligible to apply for a SOWP. To qualify for an OWP, you would need to submit an inland spousal sponsorship application.
