Questions on non-accompanying spouse

Dear Friends,

In the Mon project Quebec, there is the request to register family members information.

It requires "Cliquez sur le bouton AJOUTER pour déclarer votre conjoint ou conjointe et tous les enfants à charge qui vous accompagnent." The English translation is "Click the ADD button to register your spouse and all dependent children accompanying you." I am a bit confused about this requirement. Am I right that if the spouse doesn't accompany to immigrate to Quebec, there is no need to add the spouse's information in the system?

Yes, you only need to add accompanying persons for the immigration process.

Are they not going to come at all to Quebec, Canada with you now or later as a permanent resident?

Hi again guys,
I finally have all the docs ready to apply for CSQ, but i'm in a bit of a conundrum. Suggestions would be welcome!

I work here in Montreal and will complete one year of work on October the 2nd 2016. I'll soon have an option to move to Toronto. Now, what would be a faster way to get my PR?

A) Stay here, apply for CSQ and then PR? I can start this process within a few days.
B) Move to Toronto, complete 1 year of work experience by October 2nd, then apply for PR from there through express entry (or whatever the fastest way is)? I can only start this process after October 2nd.

What would be faster to get PR?

I had no idea i needed to be invited for it, since 3 of my friends applied via EE. But thanks for answering!
