I'm helping an American friend of mine with moving to Canada to work and trying to determine the best plan of action. They are a soon to be animation graduate, early 20s, US citizen, with some interest in PR (Permanent Resident). Interest being Ontario/British Columbia.
As I see it, the two best approaches NAFTA & SWAP, with NAFTA being the better approach (I'm aware both are "temporary intent", however, many move to Canada with a "temporary" -> "permanent" plan). That said, there are some points on NAFTA I am fuzzy on; to expand on what I have found/not found:

Requirements:
- Citizen of US or Mexico
- Pre-arranged valid job offer from a Canadian employer
- 4 Year Bachelors Degree OR a Post Secondary Certificate + 3 years of work experience
- Ability to pass the requirements for crossing the border as a tourist.

The process as I understand it being:
- Acquire job offer from Canadian company as animator
- Contract with <3 year limit. (Can be permanent position, temporarily held it seems?)
- Job letter on official letter head stating the NOC 5241 Graphic designers and illustrators and job description outlining pay, limits, responsibilities.

- Supply the letters, contract, passport, degree diploma.
- Apply at either POE (point of entry) OR the visa office (New York, NY).
- Pay the appropriate fees (https://www.canada.ca/en/immigratio...fees/immigration/work-permit-r196-r299-1.html); at writing I understand it to be $155 CAD paid by the worker.
- Closed Work Permit will be provided lasts the minimum of: 3 years, duration of passport, duration of contract (unless you are a teacher)
Questions:
- As a fresh graduate, are they less likely to receive a permit? Is a regular bank account, a car (which will come with them), a pet, parents sufficient ties to the US?
- Would bringing a pet along reflect poorly or would it be wiser if they/a Canadian friend brought it up afterwards in a second trip (with appropriate paperwork)?
- I read on a website (https://immigrationcanada.pro/immigrate/7-keys-getting-nafta-work-permit-professional/) that it is usually better to get the permit at the visa office. Is this the case or is border fine so long as documentation is complete (I've read about officers requesting tax ids to prove company is real)? Is this application in person at the NY office or is it mail/online?
- IF they were to apply at the border and fail, would that negatively impact their future chances/interactions at the border?
- I found a thread (https://www.canadavisa.com/canada-i...rk-visa-permit-yvr-airport-experience.509029/) in which they presented the "Employer proof of incorporation document/tax filing document" how would one go about getting that? Poking around the web didn't give very clear info for me. Would best way to ask the potential employer for the tax info?
