Dear Sir/Madam,

I would like to thank you for your kindness in helping me figuring out the problems in my permanent resident application. I wish we can share the information and help other if needed as well. :) :)

First, I would like to explain my background information: I am the primary applicant, and spouse is the dependent applicant. I just filled in the profile online in CIC website for permanent resident card application. The score CIC evaluated is only 335 points. However, I feel that I should get 442 points totally. So, I want to figure out what caused the score difference between they calculated and I calculated.

Below is the table I used to calculate the score. The red scores are the ones that CIC system did not give the points.

Sectiom A Sill and experience factor-primary

age 75
degree 140
language 70
Canadian Work Experience 35

sum 320

Section B- Spouse

degree 10
Language 12

sum 22

Section C: Skill transferability factors (maximum 100) ?

Education 25
With Canadian work experience and a post-secondary degree 25
Foreign work experience 25
Certificate of qualification 25

Sum 100

The points that are bold and italicized are the ones that are not given by CIC, but I feel I should have them. ;D

Question 1: In Section A, I have one year Canandian work experience and I also have extended employment letter. However, it seems that CIC does not count this in (35 points was not given to me). Is it because all the job without Labor Market Impact Assessment won’t be counted? My job offer letter does have this Labor Market Impact Assessment. CIC asked to register for jobbank within a month in their letter to me. I feel very confused. I already have a job at this moment, there is no need for me to do so.

Question 2: In Section B, My spouse’s degree (PhD) does not get evaluated, so it seems that CIC does not give points (10ponts) to applicant without degree evaluation. Right? Should I ask my spouse to get the degree evaluated first? ???

Statement 3: In Section B, My spouse does not get English tests taken yet, so it seems certain that my spouse has to take English test. I have no doubt about it at this moment according to CIC’s reaction in the score.

Questions 4: In Section C, I have about 4 years work experience in United States. I don’t know why CIC does not give me the corresponding score. Which should be at least 25 points.

Question 5: In Section C, I feel CIC does not give me the score for “Certification of qualification”. Actually, I am not sure what “Certification of qualification” means :'(. I have Bachelor, Master and PhD degree in engineering. So I feel I may be qualified for 25 points. What is your understanding?

Thank you very much!

At last, thank you again for your replies in advance! Could you answer my questions one by one? I really appreciate it! :) :)

Sincerely,

You're probably losing a lot of points because of your IELTS/CELPIP score. You won't get any points for Certificate of Qualification as that applies to skilled trade related certification.

If you improve your language scores to CLB 7-9 in each section, your score will likely be more than 450.

for IELTS, my score for all three sections is 6, and one is 6.5

and I feel that's the best I can achieve. I don't think I can improve the score in a short term. Since that's already my second try. Could you please answer my other questions if possible? since I feel I still get some other points in other items.

I will recommend that you repeat IELTS - it isn't hard to get CLB 9 especially for someone who has a PhD and 5 years of work experience in North America.

You should also get your spouse's credentials evaluated and ask them to take IELTS so that you can add up to 30 points based on their performance.

You should get points for your US work experience provided it was a NOC 0/A/B job - check your profile to see if you've entered any details incorrectly.

English language score is a very important ticket for any express entry applicant. You are clearly losing a lot of points on that. From your profile, it appears you're in Canada. If yes, I recommend you take CELPIP for a change.

As well, I suggest your spouse takes CELPIP too. When you apply with a spouse, as you would have seen, you lose 40 points from your scores when compared to single applicants, and you have a chance to gain them back through your spouse. However, the choice to take or lose those points is totally yours. In this new system, as little as 2 points is important.

For your spouses PhD, you get no points without ECA, as you rightly noted. It is up to you to get one or not, but it definitely boosts your scores by 10 good points.

Cheers!

unless your spouse does the English test and gets their degrees evaluated, you won't get any points for those.
the certificate of qualification only applies to skilled trades - jobs where an apprenticeship needs to be completed.
The other adaptability points go on a combination of your work experience plus meeting a minimum language level. If you don't meet the minimum language level, you don't get the points.
What noc code are you claiming? There is a minimum language requirement for noc levels and if you don't meet it, you again don't get the points.

Retake the English exam & get your spouse to do it also, plus degree evaluation and you should see an improvement.
