Questions before submit the application

Hi all, I would like to thank you very much for this forum, its really great and help a lot of people here. I am from Jordan, i have couple of questions before submit my immigration application.

First of all, i did not pass the assessment test, i got 65. Because i don't want to lose more time, i would like to submit my application before get new points which i am sure i can get it within 3 or 4 months by taking English and French exams.

The questions are
1- Can i submit the application now while i did not reach the pass point ?
2- I have experience in two fields, Computer Manager and Construction Manager. I have Master degree in computer science. Can i apply as a construction manager ?

3- The last question, i am traveling to Canada within 3 months to start my PhD in computer science studies, and i want to apply before i go there. Is that affect the processing time which i knew that will take about 6 months?

Finally, this is my major information and i need an evaluation please:
Age: 30
Education: Master of computer science.
Experience (as a Computer manager ): 3 years.
IELTS: L: 6
R: 5
W:5.5
S: 5.5
OVERALL: 5.5
Test Date: 22/May/2008

Yes You can submit. You need to claim High Ability in Each module of IELTS. Your application will be accepted but You must send the IELTS result with High Ability (i.e. Reading/Writing/Speaking 6.5 band and Listening 7.5 Band) at the time of sending full documents.

You are advised to take IELTS before applying. You total score including IELTS moderale (past result) is 63, Your application will be rejected if you do not reach to Point 67 out of 100


2- I have experience in two fields, Computer Manager and Construction Manager. I have Master degree in computer science. Can i apply as a construction manager ?

YES
You can apply for both NOC.

NO PROBLEM
It will not affect your application.
They know Dual Intention.

About the construction experience, i read on the Canadian immigration website that i must have a university degree if i want to apply. I describe before that i have just a master degree degree.

What do you think about this ?

You can show most of your experience in NOC 0213.

If you have family business related to construction side or your father working as construction manager, you can also claim your duties as Construction Manager.

Whatever you show, show the genuine work experience. It really will not create any problem.

I'm not sure where it says that a university degree is required (send the link), but a university degree is a 4-year undergraduate degree (BA, BS...). You (almost always) have to get a BA/BS before you can get a master's. So you are well qualified on this.
