Questions about Custodian

Hello, I am asking this on behalf of my cousin.
She has two children, and both got letter of acceptance to a secondary and university in BC. She is looking to apply for study permit for both and they have a grandfather who is a Canadian citizen be the custodian for both kids. She plans to accompany the youngest child to Canada and stay with the grandfather first, but then plans to move out and rent a unit near the school for the ease of transportation after settling down. The father is the one staying behind to provide the financial support for three of them.
So she has a few questions:
1) Is it possible for the kid to stay at a different address from the custodian's address? Since the kid will be staying with the mother.
2) She doesn't need a visitor visa because she can apply for eta, but she is afraid that her children's study permit will get rejected because all three of them are coming to Canada at the same time, which the father being the only ties left in the country. If that is the case, what documents she would need to include to prove that she will be coming back to her home country?
