Question to recent PR's or those at the final stage

Did any of you get a letter from CIC before your application was approved with the following sentences? If so, how long before having your application approved?

"It has been determined that you meet the eligibility requirements to apply for permanent resident status. “
or
"We have completed the initial assessment of your application and expect to finalize your application without a personal interview."
or
"This refers to your application for permanent residence in Canada, Your interview has been waived."
or
"This refers to your application for permanent residence within Canada on humanitarian and compassionate grounds."

The reason why I ask is because I would like to continue my education while I am waiting for my PR application to be processed and learned that if you have a letter from CIC with one of those senetences I quoted above you become exempt from paying international fees in college/university.

AFAIK CIC doesn't send such emails anymore. I already got my CPR and the only email I received from CIC during the whole process was AOR email.

Only emails I got were:
AOR
RCMP request
MR request
Then the COPR in the mail.

My ECAS did not change from May 2014 until January 2015 when it said MR had been received,even when I got DM I called CIC to confirm that it was a positive decision.
