Question regarding visitor working in Canada

Hello.

My wife is currently visiting in Canada under a multiple-entry type visitor visa. This was granted at a motor-vehicle port of entry about 2 months ago. It has a six-month term.
During the receipt of the Visa, the IO spent a great deal of extra time discussing our situation and giving us tips on how to help get ahead. At the time, we were newly married and still building our PR application. The App is now in the mail.

Amongst the many things we were told at the border, one of which was that upon completion of a successful immigration health examination, Gina would be allowed to work full-time or school part-time (but strictly not full-time) in Canada. In spite of this, all evidence I've been able to find points to the contrary. I'm unsure how or if she could get a work permit under her current circumstances.

Could anyone shed some light on this?
