Question regarding to the language Test for PNP

Hello, I have a question about the language test of PNP.
I have been nominated by MPNP under General Stream (finished post-secondary education in Canada). But I noticed that in the checklist of permanent resident visa application package, a copy of language test result is required. It says that

Effective July 1, 2012, most Provincial Nominee Program (PNP) applicants to semi- or low-skilled professions will need language testing. This test will show whether your language proficiency meets a minimum standard in each of these four categories: listening, speaking, reading and writing.

This does not apply if you are a temporary foreign worker in a NOC C & D occupation, and who:

entered Canada on or before July 1, 2012, and
are nominated by an employer under the PNP streams by July 1, 2013.
Am I affected by the new policy? My letter of approval says I am in NOC214, employability as Computer Engineer. MPNP does not need my language test result, because I graduated from a Canadian University. Will the federal immigration office asks for language test result?

To quote the MPNP website:

"It is recommended that all MPNP applicants submit test results demonstrating their language proficiency. But for lower skilled applicants, as defined above, the submission of language test results is mandatory, "

If you completed your post-secondary education in Canada, that is demonstrable enough that your English is proficient. Technically you don't need to submit it, but depending on what country you are from, it wouldn't hurt to submit IELTS results if you have them.

If you completed your post-secondary education in Canada, that is demonstrable enough that your English is proficient. Technically you don't need to submit it, but depending on what country you are from, it wouldn't hurt to submit IELTS results if you have them.
Thank you for your reply. I am from a country where English is not the native language. Actually MPNP has already approved my application. I am preparing the documents and forms for CIC. Do you think CIC will ask for IELTS result? You are right it wouldnt hurt to submit IELTS result, but I just dont wanna spend time on preparing IELTS and waiting for the result.

Oh, sorry for not reading your question carefully. It is not a REQUIREMENT, but the visa officer may request additional information at any time during the application process, including your IELTS result. From what I understand, applicants from certain countries receive extra scrutiny for their language results, particularly those applying from Pakistan.

Did you not submit any language proficiency when you were applying through the MPNP?

I submitted my diploma and transcript as the proof of language proficiency. MPNP didnt ask for anything else. I am from China by the way, I think I will take an IELTS just in case they might ask for it. Thank you for your advises. Any idea whats the minimum scores I need?

Do your best. I think it would be a good idea to take your IELTS. Overall 5 band should probably do. The provincial governments were given these programs to select the immigrants they feel are best suited to help their economic goals. The federal government is responsible, in the case of PNP applicants, to screen for medical and criminal inadmissibility. I think you will be find, especially if you have done your schooling here. Just to be safe, take the test and that you can relax.

Did you submit your package with English proficiency test then?

I am in a similar situation, except my PNP certificate is under PhD stream. The provincial government didn't require an English proficiency proof.

I am now gathering my docs for the PR application. It seems I don't need to submit an English test based on the description of the new change, as my NOC is 4121 , can anyone confirm with me?

I called my PNP office (Ontario) and confirmed that I don't need a language proficiency test result.
