Question regarding submission of DOCS

I was going throught the instructions mentioned on http://www.cic.gc.ca/english/information/applications/guides/EG73.asp in the STEP1. GATHER DOCUMENTS section.

It seems that initially, if we are under 38 occuptions(Ministrial Instructions) we just have to submit application forms, photo copy of passport, self addressed mailing labels and fee.

Is it new rule? or Do we need to submit all the supporting documents initially?

It also says that we dont have to submit visa-office specific forms for CATEGORY 1. I just want to make sure abt that?

Yes, exectly. You need sbumit documents only which mention above link, no any supporting documents at first step. CIC office Sydeny will determine wether you are eligible for any further process or not. If they determine your application for futher processing, they will forward to your home visa office, Your home visa office will request you to Submit full application, then you will though all supporting documents and etc.
