I came in canada as student in 2013 and became PR on September 2018. During this time they took one photo for PR card and then recently i got photo re submission request.
I have booked the flight to india on 16 March and i dont have PR card.
CIC call centre told me that there is no expedite process for PR card but you can apply for PRTD from India and provided the link for how to apply for PRTD and required document for that.
Can some one please explain what is resident obligation for PRTD ? also is there any chance for rejection of PRTD application ?
 
The only requirement that can cause issues when applying for a PRTD would be if the application indicated an individual has failed the 2 out of previous 5 year residency obligation, not so in your case.

Given you only landed Sept 2018 then very unlikely unless you mess up the application that it would be returned or rejected but be aware there is no published processing time for PRTDs. Simpy fill out the application as complete as you can and show your intention to return which should be obvious anyway in applying for a PRTD.

one last question, do i need to put any letter of purpose/ letter of request along with my application with all my details ?
