Question regarding Post-graduation work permit

Hello everyone.

I finished a 3 year degree at a designed learning institution college in Quebec as an international student. I applied for the post-graduation work permit with a valid visa and valid student permit; I should have the answer in a couple of weeks. However, I didn't apply for a visa and my student visa is expired now, is this gonna affect the decision? Also I read this: http://www.cic.gc.ca/english/helpcentre/answer.asp?qnum=206&top=17
With my post graduation permit application is a new visa getting issued?

Did you go to a public school? Being a designated learning institute doesn't always mean you qualify for PGWP. You are on implied status if you applied for PGWP when you had a valid student permit. You don't need a valid TRV unless you plan on leaving Canada. You need it to come back if not from visa-exempt country.
