police certificates usually comes from a National database, so it does not matter if you lived in two cities, just get the police certificate that says that you have no criminal records. the police certificate should be for each country where you have lived.
Make sure you follow the instructions on WHERE to obtain the police certificate that the CIC is requesting.

Local Requests
For districts other than the Punjab:
Applicants should contact the local Senior Superintendent of Police/ Superintendent of Police/ Commissioner or Deputy Commissioner of Police, the Additional Commissioner of Police, or the Station House Officer (Police clearance certificate issued by the Regional Passport Office are also acceptable.
For residents of the Punjab:
Only the Senior Superintendent of Police or the Regional Passport Office may sign a Police Clearance Certificate.
The CIC will also do their own background check for each country where you have lived, so dont worry.
