Question Regarding Open Work Permit

Hello. I'm Bert from Philippines.
I'm 23 years old. I recently visited Canada last July-September. My Temporary Resident Visa will be expired by first quarter of 2018.

Can I apply for an open work permit? Because I'm planning to spend more time there so that I can support my stay?

Sorry for that. I've research about the LMIA exemption for Temporary Resident Permit Holders.
Is that possible?

Not possible for you.

Yes - there is an exemption for TRP holders. However you don't have a TRP - you have a TRV. TRPs and TRVs are two completely different things. So this exemption doesn't apply to you. TRPs are special permits that are granted to people who are inadmissible to Canada (typically due to a crime). Regular tourist visas are TRVs.

If you want to work in Canada then you will first have to secure a full time job offer from an employer in Canada and that employer will have to obtain an approved LMIA.
