Question Regarding Ontario PNP( PhD graduate Stream)

Hello Moderators and Members,

I have a question about Ontario's PNP (phd graduate stream). I have a question about this clause:

"At least two years of your PhD studies must have been completed while legally living and studying in Ontario."

So, does that mean one can apply for this stream after completing two years of their PhD program or ONLY after successfully completing your degree?

I have just started my second year of PhD degree. My CRS is around 458, so to improve that I thought to check this PNP stream. I will appreciate if anyone can share their experience or provide any guidelines/alternatives?
