Question regarding landing

Hi all I am new here please i need your help.

I have been asked to send my passport. I live in Toronto, my nationality is Cameroonian (Africa). My question is:

Do I need to go to the nearest US border then re-enter Canada to land?

Secondly, do I need a US visa for landing purpose?

You said "I have been asked to send my passport".

Then it's not to the point of landing yet. Just send your passport.

When you are asked to land, then you need to go outside and re-enter Canada to land. You don't need a US visa because you are not entering US.

Right. You send the passport. When you get it back, you can ask your local CIC office about making an appointment to land there but there is usually a few weeks wait from what I have heard. If you want to go to the border, you can. You would leave and as you arrive on the US side, tell them that you do not have a US visa and do not wish to enter the US, you want them to turn you back to Canada so you can land as a PR. I am sure they get that every once in a while. They should not be surprised but it is possible that they want to fill out some forms stating that you were refused entry.
