Question regarding getting a work visa while being in Express entry pool

Sorry if my question is a really obvious, it's just that I had started looking into IEC since yesterday and I needed a bit of information...

I am on Express entry and I am currently in India, could I still get the Work visa ?

Assuming your are Indian Citizen then the IEC program is not available to Indian Citizens if that is the question. http://www.cic.gc.ca/english/work/iec/eligibility.asp

I went through that link before as well.
But doesn't it say -

Canada has agreements and arrangements with 32 countries and territories that make it easier for foreign youth to apply to travel and work in Canada.

If you are from a country or territory that has an arrangement with Canada, you do not have to use an RO to come to Canada, but you can use one if you feel you would like additional support. The choice is yours.

If you are from a country that does not have an agreement or arrangement with Canada, you must use one of the ROs listed on this page.

Have I misunderstood something?
I have tried to contact one of the RO. Let's see..
