Question Re Inland Sponsorship for wifes children outland

Here is the situation. I am Canadian and will be marrying my girlfriend that is TFW here in Canada. I will be spocoring her and her 2 minor children and one child that will turn 19 in Dec this year. We want to do inland application so she can get her OWP sooner. Can we at the same time sponcor her children that are living in the Philippines with her mother. Or do we somehow have to apply for them outland.

Can we spocor her inland and her children even tho the children live in Philippines. Also will the 18 year old be locked as far as being a minor from the time we apply . As he will be 19 in Dec this year.

The children will be included in the inland app even though they are in the Philippines.

The 18 year old will be locked in as a dependent.
