Question re: Certificat de Sélection du Québec (CSQ)

All this information is a bit overwhelming and the guides are not exactly clear on a number of things.

In the General Application, Question 7 asks "Have you received your Certificat de Sélection du Québec (CSQ)?"
The guide only says "If you checked “No”, indicate the date when you applied for your CSQ".

It doesn't say skip if this doesn't apply to you. Does this mean everyone submitting an application no matter where they intend to live is suppsed to apply for a Certificat de Sélection du Québec (CSQ)?

Any advice is very much appreciated.

I wrote NO and left the space blank with no date or nothing as I never applied for this Certificate...Hope others also answer your question...
