Thanks, that's exactly what I found. I was hoping for a spoon feeding here. I read and re-read the requirements and couldn't really figure which provinces accept applications without a job offer. So if someone has a handy list, I sure would appreciate.

PNP program is typically a employer-sponsored one. Which means you not only should have a job but the employer should be ready to file PNP for you. The reason not all employers agree to do PNP is because a trunk-load of documents is required to be submitted by the employer while the employee needs to do nothing. Never heard of a PNP without job offer. But you may clarify with others.
